Since it is all ??? Instead of characters, it means it understands the UTF-8 encoding but just doesn't know how to display the actual text.
This means it is trying to render with a font that doesn't have Telugu (?) letters.
I don't know how to configure xclipboard's font or whether it's possible, but hopefully it gives you something to look into.
