No problems at all with 40 milliseconds.
When you start pushing 300 milliseconds, and have some jitter, then the latency will go up. If you open up the multiplayer debug information it can show you UPS/fps, multiplayer buffers

A recycling loop to sort the output, every splitters sorts an output, then goes to a priority output splitter to the provider chest, and any overflow goes to the next splitter… repeat until we have filtered everything, then any overflow gets recycled again… abusing robots to move the sorted output to the rest of the base. Have 8 of these at the train depot to sort all incoming trains.

Yes, and No. Any storage container will work, the train is nice and big so its good for a do-everything build; Other good options are the cargo landing pads, and the SpaceShip hubs.
If I can get the circuits smaller, I think this would be awesome, right now its a huge rats nest on the ship.
